A partnership between Ohio SchoolNet, the Ohio Board of Regents, the Ohio Academic Research Network (OARnet), the Department of Education, DA-Sites, and the Management Council collectively launch a major initiative to upgrade connectivity for Ohio Schools. Ohio leads the nation in creating a high-speed backbone serving K12 and higher education. This project was initially called “ONEnet” and formed the beginning of the Ohio K12 Network.

During this period, the Management Council and participating ITCs begin the Data for Student Learning program. Initially called “DSL,” DASL student data software was developed to support student data services for Ohio Schools. eSIS (eventually PowerSchool) filled a similar purpose for some ITCs.
